Enforce closeout checklist

When on, incomplete blocking steps (contract, quote, deposit, invoice, payment) lock settling and archiving. When off, steps are still tracked but never block. Applies to events created after enforcement was enabled.

When a blocking step is overdue, the closeout sweeper materializes a checklist task assigned to this member. Falls back to the gig creator if unset.
